IP China 2007 Summit Forum on intellectual Property & Technology Standards of Information Industry in China, IP forum for short, will be operated by Ministry of Information Industry Software and Integrated Circuit Promotion Center (CSIP)、Ministry of Information Industry , P.R. China intellectual Property center、China Electronics Standardization Institute and China Electronics Standardization Association in Beijing Xinyuan Hotel from November 29th to 30th, 2007.
CSIP has successfully held two consecutive Intellectual Property Summit Forums in 2005 and 2006. National Intellectual Property development strategy has been wonderfully and deeply discussed in the conference at different aspects, for improving the utilization of the enterprise intellectual property, and supplying the support platform for the security and stability intellectual property environment, which has been highly evaluated in the domestic and international industry field. This forum focus on the related discussion and display of trade and transfer and standards of intellectual property rights, provide intellectual property professional information and interpretations about enterprises patent of survival; Raise awareness of intellectual property rights; give services with management trainings, share advanced concepts about intellectual property rights.
This Forum provide a platform, which domestic and international famous IP providers, legal institutions, over 100 software and integrate circuit enterprises share the information and commercial communications together from legal, operational points of view and multi-angles, and comprehensively promote development healthily about relevant industries in the field of intellectual property .

---Raising “the banner of justice” in order to protect its own privileges and benefits, SigmaTel, one of the main global suppliers of decoding chips for MP3 players, was imposing sanctions on Chinese enterprises of MP3 players by means of various tactics after winning ITC lawsuit. Moreover, it seemed “boldly” to continue implementing a policy of restricting and even bankrupting them. Whether was it worthwhile to pay for the ITC fees to keep the order in place?

--- In October 2006, the Beijing branch of Bank of Communication cooperated with other specialty institutions to launch a new financial product named as “unimpeded development for enterprises” to offer intellectual property rights mortgage loans for the small-sized enterprise. For instance, Kery Bio-Pharm Company got a 1.5 million Chinese RMB loan from there by using one of its invention patents as collateral.

---During the day of the CeBIT 2007 opening ceremony, Sisvel from Italy led Germany Customs into the investigation of products and companies who were concerned with the infringement of patents. Among them, there were hundreds of kinds of the exhibiting digital products of many manufacturers from Chinese mainland and Taiwan district. Sisvel aimed to get the patent fee from each product---It costs 4.8 Chinese RMB for each one！

---From Sept.1999，the patent fee of DVD production that Chinese enterprises has paid is huge, The average patent fee of a DVD is accounted for about half the average cost of exports; International standards on the Blu-ray and HD-DVD standards staged a two-Ends, In China, domestic EVD standard and the Japanese standard on the Romance of the three kingdoms. If Chinese enterprises want to come out of the predicament of zero profit caused by the huge patent fee, they have to become self-innovation and powerful to confront with Japan standards.
By the end of the transition period with China’s access to the World Trade Organization, many national laws and regulations, especially the intellectual property laws and regulations, has accelerated the process to adjoin with the international law. The intellectual property and technology standards has being the focus of contention between countries and enterprises. Many Technology Standards developed rapidity and it’s combined with intellectual property tightly now. The technology Standards is becoming a important part that you can’t ignore；The patent right conflict has become more and more incandescent, the event of intellectual property transfer and transaction is emerged in endlessly，and has produced a grave impact on the development of national relational industry. Only used the double-edged sword of the patent system smoothly, changed ideas and gained the initiative, can we obtain both the challenge and opportunity.
