On Dec. 14-16, 2005, “IP China 2005 – China Integrated Circuit Silicon Intellectual Property Summit” themed at “Focus on IP Development, Promote IC Innovation” was held in Hotel Nikko New Century Beijing. According to the sponsor China Software and Integrated Circuit Promotion Center (CSIP), this is the first large-scale silicon intellectual property event since the establishment of “China Silicon Intellectual Property Industrial Alliance”.
Nearly 300 representatives from over 60 domestic and overseas IC enterprises and legal research institutions attended this summit. The enterprises present at this summit included famous domestic and overseas IP enterprises such as Synopsys, MIPS, Cadence, ARM, C*Core, Loongson, HED, TTPCOM, Mentor, Tensilica, LSI Logic, ADC, Faraday, Silicon Image, MOAI, Micro Science, IPGoal, TSMC, and SMIC. Leaders from Ministry of Information Technology, Ministry of Science & Technology, and State Intellectual Property Office were also present at this summit.
Focusing on the strategic emphasis of independent innovation of the eleventh five-year plan for integrated circuit industry, the summit held in-depth discussion on the development of intellectual property in China’s integrated circuit industry from legal and technical levels.
Focusing on the two themes, CSIP specially organized trainings and lectures on IP standard and IP strategy to introduce status quo of China’s IP standard as well as the development of three international IP standard organizations, VSIA, OCP-IP and Spirit, in China；and held discussion on how to develop domestic silicon IP technology, promote independent innovation, and establish a healthy industrial environment. Besides, the summit also discussed on how to establish IP strategy system for Chinese IC enterprises to enable effective IP protection. To address the increasing intellectual property disputes faced by Chinese IC design enterprises, the summit also organized discussion on the countermeasures to help enterprises compile patent strategy.
Han Jun, deputy director of Department of Science & Technology, Ministry of Information Industry, committed, “we shall continue to support IC enterprises to develop core technologies with independent intellectual property, and adopt various supporting measures to provide technical and legal service for IC enterprises. In the meantime, we will accelerate domestic standardization work to help enterprises establish a perfect IP strategy system.”
“To cast an anchor to windward, attaching importance to patent is the best strategy for the development of IC industry,” pointed out by Liao Xiaohan, deputy director of Department of High & New Technology, Ministry of Science & Technology, “You may have heard about the so-called “patent landmine” and “patent map”. The signal is clear that enterprises should attach importance to establishing their own intellectual property system and take IP strategy as the core strategy of the enterprise.”
Regarding the purpose of this summit, Dr. Qiu Shanqin, director-general of CSIP, said, “As a public institution directed by Ministry of Information Industry specialized in promoting software and integrated circuit industry, CSIP has the responsibility to provide government departments and enterprises with high quality professional service and support the implementation of national intellectual property strategy. By far, CSIP has established national IP core base, IP/SOC design verification center, and IP core standard certification training on the basis of National IP Core Standard and formed the capability of providing a series of services from IP/SoC verification, test, trade to SoC OS technical support and application promotion. On Dec. 1, in this hotel CSIP and Thomson Scientific, the world top information service group, jointly established “intellectual property lab”. Through the lab, CSIP can provide complete IP search and analysis service for domestic enterprises and help them establish perfect intellectual property strategy.”
Dr. Qiu added, “Today, we hold this summit themed at “Focus on IP Development， Promote IC Innovation” to build a communication bridge: on the one hand, to enable domestic IC design enterprises to understand the status quo and development of IP cores available in China and overseas; on the other hand, to facilitate IC enterprises to establish their own IP system and embrace the patent analysis, protection and management concept in product design process to realize core technology innovation.”
